What is a Catholic Concordat?

A Catholic concordat is an agreement with the force of international law, concluded between the Holy See, with heads of state, monarchs, and foreign rulers. The Holy See has temporal power as the Holy See of baptized Catholics and the word-wide Catholic Church and secular power as the Pope.  The Holy See, Pope Francis, is sovereign of the Vatican City State today.

Papal nuncios are diplomats who represent the Holy See according to the canon law of the Catholic Church.  Abbè Jessè Flèchè, received his authority from Nuncio Roberto Ubaldini Rochemonteix, Bishop of Italy.  Nuncino Roberto held degrees in canon and civil law.
